Abstract
For a long time, there are many problems in the land property right system of mining areas in China, and the conflict of interests among stakeholders has always been a focus problem, which affects the intensive and efficient utilization of land resources in mining areas. To solve these conflicts, the key is to systematically sort out the complex ownership relations of mining land property rights in different stages and clarify the demands of stakeholders. Under the framework of the life cycle of mining areas, this paper studies how land property rights affect the choices of stakeholders in the process of mineral development, which in turn affects the utilization, development, remediation and reuse of land resources, and puts forward policy suggestions for improving the land property rights system in mining areas according to the interest demands and realistic dilemmas of relevant stakeholders at each stage.
