The data base is the foundation for constructing digital scenarios and intelligent simulations. This paper addresses challenges such as inadequate application of existing monitoring and perception methods, low effectiveness of data mining, and difficulty in comprehensive application. Based on a multidimensional perception system of "sky-air-ground-water" synergy, which involves the coordinated acquisition of massive, heterogeneous data from various sources and high spatiotemporal resolution remote sensing imagery with dynamic incremental updates, this research breaks through the difficulties in the collaborative application of a comprehensive three-dimensional data acquisition system including satellite remote sensing, unmanned aerial photography, ground Internet of Things, and unmanned boat measurement. It innovatively achieves high-precision, short-period monitoring of key areas and targets, constructs a multidimensional perception data base, and provides  data support for the construction and business application of digital twin platforms. Based on this research, taking the Lishui River Basin, Jiangya and Zaoshi water conservancy project as examples, the initial construction of the Level 2 digital twin data base for the Lishui River Basin and the Level 3 digital twin data base for the Jiangya and Zaoshi water conservancy project has been completed. Meanwhile, utilizing “GIS+BIM+UE” technology, a three-dimensional digital scene of the reservoir area and downstream river channel below the dam has been constructed, realizing the digital mapping of physical watersheds and water conservancy project. The research results can provide reference for the construction of similar digital twin watershed and water conservancy project.
