Recently cities on China's east coast have often suffered from storm surges and the resulting natural disasters under the influence of climate change. The idea of building estuaries to prevent flood disasters is gradually becoming a reality. Some city has already implemented and achieved success. This article, taking a metropolitan city in Zhejiang Province as an example, attempts to research how to achieve comprehensive benefits of water security and urban prosperity by building large-scale water conservancy project, which will be built in a complex central city with nearly 1 million citizens. It will mainly focus on three aspects: the layout of the waterfront areas on both sides of the project, the multi-system management of the estuary, and the positioning of the composite functions of the project. It will explain how to use the method of systematic thinking and advance prediction to make the estuary gate project as a cross-strait project while ensuring water safety benefits. It will serve as core link for the development of the new districts and promote the harmonious of water security and urban prosperity.
