The Three Gorges Project plays an important strategic role in the development of the Yangtze River Economic Belt and the overall construction of Chinese path to modernization. The complex and ever-changing environmental conditions in the new era pose new challenges to the safe operation of the Three Gorges Project. The new national policies and development concepts have put forward new tasks for the high-quality development of the Three Gorges Reservoir Area. The new round of technological revolution has put forward new requirements for the governance capacity and governance system of the Three Gorges Project in the new era. This article focuses on analyzing the prominent problems faced by the Three Gorges Project in ensuring safe operation and high-quality development of the reservoir area in the new era. Four strategic positioning strategies are proposed to promote high-quality development, and the overall design is proposed from three dimensions: high-level safety, high-quality development, and efficient management. Countermeasures and suggestions are proposed around water quality protection, geological safety assurance, industrial green and low-carbon transformation, and scientific and technological support for efficient management.
