Yunnan Province is distinguished by its extensive arid and semi-arid river valleys, which span numerous county-level administrative divisions. These areas are characterized by high temperatures, arid conditions, and severe seasonal water shortages. The basins within these regions are typically marked by significant poverty, with agriculture and livestock farming being central to the rural economy. China is a major agricultural country, and the rational utilization of water and soil resources is of crucial importance for the stability of agricultural production, the guarantee of food security, and the sustainable development of the social economy,This dynamic creates a tension between the need for poverty alleviation and the imperative of environmental protection. Inefficient practices in agricultural water resource utilization frequently lead to severe soil erosion.When developing water resource security plans for arid and semi-arid river valleys at the county level, it is crucial to initially define the scope of these plans, as this forms the foundation for the entire process. Following this, it is essential to integrate agricultural and industrial development with relevant watershed and regional planning efforts this paper examines Yongde County in Yunnan Province as a case study to elucidate the key components of county-level water resource security planning for arid and semi-arid river valleys. The main solution is to meet the needs of regional economic and social development, and to develop and utilize multiple water sources. By optimizing the structure of agriculture and planting to improve water resource utilization and irrigation efficiency, we aim to accelerate the development of water-saving and efficient agriculture.The objective is to underscore the importance of addressing water resource challenges in these regions to achieve sustainable development and maintain ecological balance.
