Introduction

Nowadays, earthquakes, tsunamis, floods, volcanic eruptions, extreme weather and other natural disasters occur with increasing frequency. For companies and all levels of government, one of the main problems is how to cope with various kinds of natural disasters and emergencies with effectively strategy and plans.

As the earliest, longest and most influential international conference of national emergency management, “ISEM’19” will be held in South-Central University for Nationalities in Wuhan in November 8-10. The organizers are University of Chinese Academy of Sciences, Professional Committee of Emergency Management, Chinese Society for Optimization, Overall Planning and Economic Mathematics (CSOOPEM), Institute of Policy and Management, Chinese Academy of Sciences, Management School, South-Central University for Nationalities. The organizers are University of Chinese Academy of Sciences, Professional Committee of Emergency Management, Chinese Society for Optimization, Overall Planning and Economic Mathematics (CSOOPEM), Institute of Policy and Management, Chinese Academy of Sciences, Management School, South-Central University for Nationalities.

The conference will invite the worldwide researchers and academia of the emergency management field to carry out an extensive and in-depth discussion the hottest issues in national policies, basic theories, models and methods, related technologies and applications of the emergency management.
