The 20th and 21st joint COTA International Conference of Transportation Professionals (CICTP 2020-21) will be held December 16-19, 2021, in Xi'an, China, jointly organized by Chinese Overseas Transportation Association (COTA) and Chang'an University (CU). As the hosts and organizers of CICTP 2020-21, COTA and CU are pleased to invite submissions of original innovative research and practice from both researchers and practitioners. The CICTP 2020-21 will address pressing challenges and embrace opportunities emerging from the development of new technologies, including the pandemic impacts amid the development of COVID-19. The CICTP2021 Full Paper Template is available here . The format of the submission must be in compliance with the ASCE formatting requirements; otherwise, it may be rejected for review.

The conference will host a series of technical sessions, plenary sessions, and special forums, including the World Bank Forum, the Dean's Forum, COTA Career Development Forum for Young Scholars and Students and Transportation Studies Forum for International Students in China.

The best-paper awards and other professional awards will be granted to the authors of excellent papers or institutes/enterprises which have made outstanding contributions to the development of transportation systems in China. Selected good CICTP proceeding papers will be invited for considerations for publications on a special issue(s) on a selected highly-impacted journal(s), which will be decided at a later time.

Recent Anti-epidemic policies and regulations for travel in Xi'an, Shanxi Province.

1. Regulations for inbounding Travel in Shanxi Province in Winter 2021 and Spring 2022

1). All travelers to Shaanxi Province subject to a 14-day centralized quarantine, 7-day home quarantine, and 7-day home health monitoring and COVID-19 test practice.

2). All travelers from median and high-risk areas to Shaanxi Province are screened upon arrival and subject to a 14-day centralized quarantine during which the four COVID-19 tests will be conducted at minimum.

3). All travelers from median and high-risk areas to Shaanxi Province are highly recommended to follow the 7-day home health monitoring and COVID-19 test policies with limited social activities. Timely medical treatments should be considered under any abnormal health conditions.

4). High-risk areas are defined as a county, city, and district where at least one positive COVID-19 case is identified. Travelers from these high-risk areas must following the corresponding policies and regulations.  

5) All inbounding travelers to Shaanxi Province need to provide a certificate of a negative COVID-19 test result within 48 hours

2. Air and Railway Travel Policies

When entering and leaving a station, travels must wear masks, accept temperature testing, and health condition code monitoring, as well as show data-driven itinerary cards and certificates of negative COVID-19 test results within 48 hours.

3. Highway Travel Policies

All inbounding travelers to Shaanxi Province through highway systems must upload their information via the specific provincial data platform. The communities will closely monitor and verify health condition code cards, data-driven itinerary cards, and certificates of negative COVID-19 test results within 48 hours.
