Introduction

The 5th IEEE Latin-American Conference on Communications (IEEE LATINCOM 2013) will be held in Santiago, Chile on 24-26 November 2013. Santiago is a modern metropolis, and the cultural, political, and financial center of Chile. It is also home to the regional headquarters of many multinational corporations, and it has been the venue of important international summits and meetings. The landscape is dominated by modern buildings and the imposing Andes mountains. As the most important conference on communications in Latin America, IEEE LATINCOM 2013 will attract leading researchers from all continents and will provide an outstanding opportunity for the academic and industrial community to present their research in all areas of communications and networking. The theme of IEEE LATINCOM 2013 is Communications Services Bringing Quality to the People. We encourage submission of technical papers especially on topics related to this theme. Papers will be peer-reviewed by the international TPC according to standard procedures of the IEEE Communications Society. Accepted papers will be presented at the conference in oral or poster sessions. Best Paper Award will be given in Latincom 2013. Extended selected papers will be published in the IEEE Latin America Transactions.
