Introduction

Aiming to promote strong linkages between researchers and public policymakers,. the Institute of Public Policy & Governance (IPPG) has successfully organized the first International Symposium on Public Policy Challenge and Governance Innovation last year. We are happy to announce that IPPG will hold the second international symposium on public policy challenge and governance innovation on June16-17, 2015. Theme of the conference China has become an aging society. According to the 2005 census, 144 million elderly are over 60 years old, which account for about 11 percent of the total population. Aging brings in three major social challenges to China: greater pension pressure, higher medical expense, and heavier burden of nursing the elderly. With per-capita GDP lower than most western countries, China has limited financial ability to support the rapid growing aging population, which desires China to build a more rational social security system, medical care system, and pension system to achieve balanced and sustainable development. Gathering together researchers from academia and industry, policymakers, and business executives worldwide, this symposium offers an invaluable opportunity to discuss aging issues facing China and the world in the twenty-first century, to exchange academic achievements and practical experiences, to share thoughts involving aging issues, and to examine ideas to help China foster sustainable development. The symposium will focus on the following topics: social security, medical insurance, commercial insurance, eldercare service systems, health care industry, and related public-finance policies.

Themes suggested include the following: · Social security for elders: government pensions for the public, pensions for government employees, medical aid; · Medicare for elders: medical insurance, fundamental insurance for common diseases; · Commercial insurance for elders: retirement annuity insurance, medical insurance, long-term nursing care insurance; · Models for serving elders: house-for-pension programs, special care for the elderly, community care services, retirement organizations; · Care providers for elders: government, open market, public organizations; · Financial policy for elders: government procurement, pension plans, deferred individual income tax; · Health care industry for elders: Medicare for elders, health industry services for elders
