Introduction

The 2017 International Conference on Progress in Informatics and Computing (PIC-2017) will be held on October 27-29, 2017 in Nanjing, which is famed as an ancient metropolis of six different dynasties and a charming city of mountains, waters, green trees and beautiful sceneries. 
PIC-2017 will provide a forum for researchers and practitioners in academia and industry to discuss the progress, challenges, experiences and trends of the theoretical and application issues in information science, computer science, software engineering, and information management, to exchange ideas, share knowledge and promote future cooperation.
PIC-2017 is technically sponsored by the IEEE Beijing Section, hosted by Nanjing University of Science and Technology, and co-organized by Shanghai University of Finance and Economics. All accepted papers of PIC-2017 will be published in the IEEE categorized conference proceedings and submitted for indexing by EI Compendex, as well as IEEE Xplore after the conference. Best paper awards will be distributed during the conference. Substantially extended versions of good papers will be recommended for publication in several international SCI and EI indexed journals. 
PIC-2017 is the fifth in a series of PIC conferences. The first PIC conference (PIC-2010) was held in December 10-12, 2010 in Shanghai. The Second PIC Conference( PIC-2014) was held in May 16-18, 2014 in Shanghai. The Thrid PIC Conference( PIC-2015) was held in December 18-20, 2015 in Nanjing.The Fourth PIC Conference( PIC-2016) was held in December 23-25, 2016 in Shanghai. All the papers of the four previous PIC conferences had been published in the IEEE categorized conference proceedings with an ISBN (International Standard Book Number) and indexed by EI Compendex, as well as IEEE Xplore after the conference.
